Department of Defense (DoD) Preparing Activities prepare military specifications to describe items not generally available in the commercial marketplace.  Chemical luminescent technology is well established. There are many commercial sources for these items, as they are marketed for personnel movement, marking of trails, supplies, camping, for safety, and for novelty uses.
